He has worked as an independent consultant for 20 years, focusing on facilitating and mediating complex natural resource disputes and providing energy and natural resource analysis. He also worked to resolve complex issues in his positions as executive director of the Northwest Power and Conservation Council, director of the Washington State Energy Office, and as special assistant to the late United States Senator Warren Magnuson.
